Mr. Koutsokoumnis was born on May 5, 1956 in Karavas in the district of Kyreneia and grew up in Nicosia. He was the majority stakeholder of the insurance company Minerva. He studied Statistics and Actuarial Science in England and his involvement in the Cypriot Football Association began 24 years ago. He was appointed by APOEL as its representative at the CFA board of directors in 1994 and shortly thereafter, was named the Vice President of the Cypriot national team, and quickly became President.

In 1997, with the suggestion of the then-CFA President Marios Lefkaritis, who was also active in UEFA at the time, the position of Deputy Chairman was created for Koutsokoumnis, which he accepted.  On September 10, 2001, at the Annual General Meeting, Koutsokoumnis was elected as the new CFA President unopposed, following the departure of Lefkaritis (took a role with the UEFA Executive Committee) and remained in this position for the next 17 years until his death.

Koutsokoumnis was credited with uniting various aspects of Cypriot football all under the guidance of the CFA, with a prime example being the local, rural leagues. Like his predecessor, he was also active in UEFA as a member of multiple UEFA committees, specifically the UEFA Hat Trick Committee, of which he was Vice Chairman. Last year, he was also named to the FIFA Council. No successor has been named at this time.

On behalf of the entire AGONAsport team, we express our sincerest condolences to the Koutsokoumnis family and thank him for all his contributions to Cypriot and world football.
